Nataru: InJourney Halves Airport Charges on Holiday Flights — What It Means for CGK Fares
In effect now: buy from 20 October, fly 22 December – 10 January.
Domestic tickets out of CGK for the Christmas and New Year holiday carry a 50 percent cut in the airport passenger service charge, and domestic economy tickets have their VAT paid by the government. Both apply to tickets bought between 20 October 2026 and 10 January 2027 for flights departing between 22 December 2026 and 10 January 2027. International flights are not covered. Check the price breakdown on your booking to confirm both have been applied.
InJourney Airports, which runs Soekarno-Hatta, said on Monday 26 October 2026 that it will halve the passenger service charge on domestic flights over the Christmas and New Year holiday — known in Indonesia as Nataru. The same day, the Ministry of Transportation said the government will cover the VAT on domestic economy tickets for the same period. Together, the ministry expects holiday fares to come down by 11 to 13 percent. Here is what each measure covers, which tickets qualify, and what is still unclear.
What InJourney is cutting
Every airline ticket includes a fixed charge for using the departure airport’s terminal: the Pelayanan Jasa Penumpang Pesawat Udara (PJP2U), better known as the passenger service charge (PSC) or, loosely, “airport tax”. The airline collects it in the ticket price and passes it to the airport operator.
In a written statement, Mohammad R. Pahlevi, president director of InJourney Airports (PT Angkasa Pura Indonesia), said that charge will be cut by 50 percent on all domestic routes at the 36 airports the company manages, Soekarno-Hatta among them. Because the charge is built into the fare, InJourney says passengers should see the reduction in the price they pay.
InJourney is also halving the landing, parking and hangarage charges it bills airlines (PJP4U) from 22 December 2026 to 10 January 2027. That saving goes to the airlines; whether any of it reaches fares is up to them. The company said both cuts follow a letter from the Minister of Transportation, numbered AU.007/1/1/MHB/2026.
Two measures, the same dates
The airport-charge cut is easily confused with the larger government stimulus announced alongside it. They are separate, but their dates match, so a qualifying domestic economy ticket from CGK gets both.
| Airport charge cut | VAT paid by government | |
|---|---|---|
| Who | InJourney Airports (PT Angkasa Pura Indonesia) | Government, through the Ministry of Finance; announced by the Ministry of Transportation |
| What | 50% off the passenger service charge (PJP2U / PSC) — and, separately, 50% off the landing and parking charges airlines pay (PJP4U) | VAT on the ticket paid by the government (PPN DTP); budget of Rp 722 billion |
| Which flights | All domestic routes at InJourney’s 36 airports, including CGK | Domestic scheduled flights, economy class |
| Buy ticket | 20 October 2026 – 10 January 2027 | 20 October 2026 – 10 January 2027 |
| Fly | 22 December 2026 – 10 January 2027 | 22 December 2026 – 10 January 2027 |
| Legal basis | Transport Minister’s letter AU.007/1/1/MHB/2026 | A Finance Minister regulation (PMK), which the ministry says has been issued |
Lukman F. Laisa, the ministry’s director general of civil aviation, gave the VAT details in Jakarta on 26 October, saying the finance minister’s regulation had been issued and tickets could already be bought under it. The 11 to 13 percent fare estimate is the ministry’s; earlier in October it had said the VAT relief alone would be worth the 11 percent VAT rate. Neither figure has been broken down by route or airline.
Early-October reports said the ministry was also discussing adjustments to the fuel surcharge. We have not found any announcement of a fuel surcharge cut for this holiday.
What it means for your ticket
- Timing matters twice. Your ticket must be bought between 20 October 2026 and 10 January 2027, and the flight must depart between 22 December 2026 and 10 January 2027. A flight on 21 December or 11 January does not qualify, however late it is booked.
- Domestic only. Flights from CGK to Singapore, Kuala Lumpur, Jeddah or anywhere else abroad are not covered by either measure.
- Each leg counts separately. The passenger service charge belongs to the airport you depart from, so a return flight to Jakarta gets the airport cut only if it leaves one of InJourney’s 36 airports within the travel window.
- Check the breakdown, not just the total. Airline and travel-agent booking pages list the airport charge and VAT separately from the base fare. If they look the same as on an ordinary-season ticket, ask the airline before you pay.
- Do not wait for the price to fall further. The discounts lower charges, not demand. Base fares still move with seat availability, and the busiest holiday days fill early.
- Plan for a crowded airport. CGK was already handling about 144,000 passengers a day this year, according to the airport’s own figures, and holiday peaks run well above that. Allow at least two hours before a domestic departure, add generous road time, and check your terminal on the live departures board before you leave.
What is not known
Neither InJourney nor the ministry has published how much the passenger service charge at CGK will be during the discount, so it is not possible to say exactly how many rupiah a given ticket will save. The charge differs by terminal, and your booking’s price breakdown is the most reliable place to see it.
The purchase window opened on 20 October, six days before the announcement. It has not been explained how airlines handled tickets sold in those six days, or whether anyone who bought earlier can rebook to get the lower price. Director general Lukman said the rules had been communicated to airlines and that the ministry expects them to comply; it has not said how that will be checked. If your fare looks wrong, contact the airline directly.
InJourney ran similar 50 percent airport-charge cuts during earlier holiday peaks, including the 2025 year-end season. If more detail is published for this year, we will update this article.
FAQ
Which flights from CGK get the cheaper airport charge?
Domestic flights departing between 22 December 2026 and 10 January 2027, on tickets bought between 20 October 2026 and 10 January 2027. InJourney Airports says the 50 percent cut in the passenger service charge (PJP2U, often called PSC or airport tax) applies on all domestic routes at the 36 airports it runs, which include Soekarno-Hatta. International flights are not included.
How much cheaper will my ticket be?
It depends on the airline, route and fare. The Ministry of Transportation estimates domestic economy fares over the holiday will fall by 11 to 13 percent, mostly because the government is paying the VAT on those tickets. The airport-charge cut comes on top, but is worth half of one fixed charge, not half of the fare. Neither InJourney nor the ministry has published a rupiah amount per ticket for CGK.
I already bought my holiday ticket. Do I get the discount?
If you bought it before 20 October 2026, it falls outside the purchase window that InJourney and the ministry announced. If you bought it on or after 20 October — including the days before the 26 October announcement — the published windows cover it, but whether your airline applied the cut to tickets sold before the announcement has not been explained. Check the price breakdown on your booking, and ask the airline if the airport charge looks unchanged. Nobody has said whether airlines will refund the difference on earlier tickets.
Where do I see the airport charge on my booking?
Most airline and travel-agent sites show it in the fare or price breakdown, separately from the base fare, labelled something like "Passenger Service Charge", "PSC", "Airport Tax" or "Tarif Jasa Bandara". VAT (PPN) is shown as its own line. Compare those lines on a ticket for the holiday dates against one for early December to see the difference.
Does the cut apply on my return flight to Jakarta?
The passenger service charge belongs to the airport you depart from. A return flight into CGK gets the cut only if it leaves one of the 36 InJourney airports during the travel window. Airports run by other operators are not covered by InJourney’s cut, although the VAT relief for domestic economy tickets is a separate government measure.
Will flights be easier to get?
No. The measures lower some of the charges on a ticket; they do not add seats. Christmas and New Year are among the busiest weeks of the year at CGK, and cheaper fares may bring even more demand. If you need specific dates, book early rather than waiting for prices to drop further.
